With interest payments nearing $1 trillion annually, the government’s ability to fund essential services is becoming more constrained.

In short, he means, that when a country has too much debt, the problem spreads like a domino effect. First, businesses struggle with debt, then the government takes on more, and eventually, the central bank has to step in. This rush to sell makes borrowing more expensive (higher interest rates), making it even harder for the government and businesses to pay back what they owe.
